Should they not be extended or new legislation not be enacted by the Congress, certain of the present provisions and authorized programs will expire. Others will continue but in changed form as specified under statutory authority of so-called permanent or basic legislation.<br><br>This article identifies provisions and programs of the 1973 and 1975 laws which expire and those which revert to permanent legislation.
